With reference to Your Lordship's

confidential telegram (unnumbered) of the 11th of

July, 1929, and subsequent correspondence regarding the proposed transfer of the wireless services of this Government to Imperial and International Communications Limited, I have the honour to inform Your Lordship that after discussion with

Mr. W.J. Richards, the Company's representative, this proposal was laid before the Executive Council on the 6th of February and it was then agreed that it was desirable to open negotiations

with the Company on the lines indicated in paragraph 2 of this despatch for the acquisition by the latter of the Government's fixed-station service

(Service B of Hong Kong telegram of 16th August, and Colonial Office reply of 23rd September.).

It is

proposed that the A and C Services i.e. ship to shore, meteorological and broadcasting services, shall be

retained by Government.
